ALLPROS.eu 2029: A New Phase for Europe’s Industrial Alliance on Semiconductors

Europe’s semiconductor industry has undergone a marked acceleration in recent years, building on decades of research and scale-up of industrial capability. New EU and national policy instruments, large-scale investments, and coordinated initiatives have significantly strengthened the ecosystem. 

 

The Industrial Alliance on Processors and Semiconductor Technologies has been instrumental in this process, established to bring industry into a more structured dialogue on priorities that are difficult to address individually. Alongside the European Semiconductor BoardESRA, and the Chips Joint Undertaking, it provides a dedicated platform to enhance collaboration and define shared priorities across the European semiconductor ecosystem.

 

Since its formal launch in 2024, the Alliance has organised its work through three Working Groups focused on SkillsPFASSupply Chains, and the Automotive sector (in collaboration with ECAVA). These areas reflect immediate priorities for the sector. The Working Group on Skills addresses the need to strengthen Europe’s talent pool. The Working Group on PFAS focuses on ongoing regulatory developments and their implications for semiconductor manufacturing. The Working Group on Supply Chains examines dependencies that could expose the EU to vulnerabilities. The working group on Automotive consolidates collaborations between semiconductor manufacturers and end users. By structuring discussions around these themes, the Alliance supports a more coordinated, ecosystem-wide approach.

 

ALLPROS 2029

 

The Alliance has grown significantly and now brings together over 120 organisations across the semiconductor value chain. In-person workshops and continuous engagement have contributed to establishing it as a trusted environment for strategic dialogue. At the same time, the need for continued alignment remains, particularly in light of the upcoming Chips Act 2.0. The Alliance therefore continues to play a role in bringing together European stakeholders across the semiconductor ecosystem.

 

In this context, the Secretariat of the Industrial Alliance, first launched in 2022 as ALLPROS.eu, is continuing under a new phase as ALLPROS.eu 2029, with funding under the Digital Europe Programme

The renewed consortium, coordinated by Trust-IT Services and including Silicon SaxonyDECISIONIDCYole Group and COMMpla, supports this next phase. Its role goes beyond stakeholder coordination, contributing analytical input, market insight, and facilitating strategic collaboration between industry and institutions.

In more concrete terms, building on the work carried out over the past three years, ALLPROS.eu 2029 will focus on three priorities over the next 36 months:

  • Continuity and strengthening of support to the Industrial Alliance, ensuring it remains an effective interface between industry and EU institutions

  • Expansion and further development of Working Groups, reinforcing existing activities while enabling new topics to be addressed as priorities evolve

  • Development and promotion of strategic roadmaps and action plans, supporting the translation of discussions into concrete actions

ALLPROS.eu 2029 opens a new phase for the Industrial Alliance. A phase centred on stronger alignment, impactful outputs and more coordinated action. By reinforcing how the Alliance operates, the new Secretariat will help move from discussion to greater convergence across Europe’s semiconductor ecosystem.
