Policy brief on Europe’s semiconductor strategy and industrial resilience
ALLPROS.eu has released a policy brief analysing the European semiconductor ecosystem and its role in strengthening technological sovereignty, industrial competitiveness, and economic security.
The brief highlights Europe’s mixed position: strong capabilities in key niches, such as ASML’s leadership in advanced lithography and solid expertise in equipment, materials, and industrial applications, alongside structural dependencies on external partners for advanced manufacturing and parts of the value chain.
It identifies three main challenges: ecosystem fragmentation across Member States, persistent skills shortages, and reliance on non-EU suppliers for critical segments of production, all of which limit scale and resilience.
The EU Chips Act is presented as the main policy response, aimed at boosting investment, innovation, and coordination across Europe’s semiconductor landscape.
Key priorities include strengthening human capital, improving EU-level coordination, and adopting a pragmatic approach to global value chains by addressing critical dependencies rather than pursuing full self-sufficiency.
