SEMI Europe releases position paper on the Chips Act 2.0

The Industrial Alliance should play a key role in consultative policy making and coordination across industry, according to SEMI

SEMI Europe, leading microelectronics industry association bringing together professionals across the semiconductor value chain, has just released a position paper with 6 policy recommendations in the run-up to the upcoming publication of the Chips Act 2.0.

In its statement, SEMI highlights 6 pain points that need to be addressed to build a more balanced and competitive semiconductor ecosystem:

  1. Closing the Industrialisation Gap: building stronger ties between industry and academia. 
  2. A “First-Of-A-Kind” for the Value Chain: expanding the scope of Pillar II of the Chips Act to close the loop in the semiconductor supply chain.
  3. A Process Efficient Chips Act 2.0: facilitate SMEs and start-ups by simplifying administrative burdens under Pillar I. 
  4. Cross Policy Alignment: integrating the Chips Act 2.0 in the broader EU regulatory ecosystem across sectors.
  5. An Enhanced Policy Toolbox: explore regulatory instruments such as incentives, umbrella governance structures to support industries on a regional and local level.
  6. A Consultative Policy-Making Grounded into Business Realities: put in place formal multilevel exchanges of strategic information under Pillar III.

How is this relevant for the Industrial Alliance for Processors and Semiconductor Technologies?

The recommendations envision a clear role for the European Industrial Alliance for Processors and Semiconductor Technologies, especially in the context of recommendation #5 and #6: 

  • Supporting the establishment of an overarching governance structure for the implementation of the Chips Act 2.0
  • Facilitating dialogue between industry and regulatory bodies at different levels (European Commission, European Semiconductor Board, Member States) 

After the Industrial Alliance provided its insights during the revision of the Chips Act in November, its members are moving forward with activities across the 4 thematic working groups. While the ecosystem awaits the publication of the Chips Act 2.0 and how its innovations will impact the future of the ecosystem, these recommendations shine a light on the burning questions and the needs of the industry.
