Purpose and structure
The second in-person meeting of the Industrial Alliance on Processors and Semiconductor Technologies will bring members and leading actors together to showcase tangible progress and strengthen collaboration on Europe’s semiconductor priorities.
Building on the outcomes of the first meeting, this event will bring together Alliance members from across industry, research, and policy to present and discuss the progress made within the three strategic Working Groups on Skills, Supply Chains, and PFAS.
The event will be structured in two parts:
- Open session – welcoming a broader audience, this session will showcase the Alliance’s achievements to date, highlight priority topics for Europe’s semiconductor ecosystem, and provide insights into ongoing initiatives.
- Members-only session – a closed-door discussion among Alliance members to align on achievements and future actions, bridge efforts across working groups, and further strengthen industry collaboration.

Marc Hijink, author of ‘Focus – The ASML Way,’ explores the strategy that led to the creation of Dutch tech powerhouse ASML, which holds a monopoly on the most important tool in every chip fabrication plant: the lithography machine—the technology that powers the AI revolution.
The EU’s predecessor, the European Coal and Steel Community (ECSC), shaped European integration by pooling the coal and steel industries of six countries, establishing shared governance over vital resources. Today, semiconductors are the new coal and steel—critical building blocks for AI that will power modern society, create economic prosperity, and strengthen our defense systems.
In a rapidly changing geopolitical landscape, the US and China are ramping up their industries to produce independent technology stacks for AI. The EU must also create its own competitive AI industry, building upon the first EU Chips Act. To achieve this, the Union can learn from the strategy that made ASML the most valuable tech company on the continent—building the tools that are now indispensable to both superpowers.
