
All EU countries join SEMICON Coalition: a united front for Europe’s semiconductor future
On 29 September 2025, all 27 EU Member States officially endorsed the Declaration of the European Semicon Coalition, a landmark initiative aimed at strengthening Europe’s technological leadership in semiconductors. The coalition, originally launched in March by the Netherlands and Ministers from like-minded countries such as Austria, Belgium, Finland, France, Germany, Italy, Poland and Spain, calls for a revised EU Chips Act that is more ambitious in securing Europe’s competitiveness across the full value chain.
Industry support has been swift and strong: major associations including SEMI Europe, AENEAS, and the European Semiconductor Industry Association (ESIA) have endorsed the coalition’s declaration, underlining the urgency of aligning policy, investment, and innovation frameworks to reinforce Europe’s strategic autonomy.
The coalition stresses the need for increased funding, accelerated permitting, stronger design and R&D capabilities, and a coordinated response to global competition. With both governments and industry now united, the initiative marks a pivotal step towards ensuring Europe remains a key global player in advanced semiconductor technologies. This momentum coincides with the occurrence of the European Commission’s public consultation on the Chips Act, open until November 28th, offering a crucial opportunity for stakeholders and the Industrial Alliance Working Groups to contribute evidence, highlight challenges, and make their voices heard in shaping the future of Europe’s semiconductor policy.
