Industry Advisory Group presents first Chips Act Report

On 26 March 2026, during the Implementation Dialogue on the EU Chips Act chaired by Executive Vice-President Henna Virkkunen, the Industry Advisory Group of the Industrial Alliance on Processors and Semiconductor Technologies presented its first report outlining recommendations for the future of Europe’s semiconductor strategy.

The report, entitled "Industry Policy Blueprint for Semiconductor Sovereignty, Competitiveness and Resilience", describes the upcoming revision of the Chips Act as an important opportunity to further strengthen Europe’s semiconductor industry as a pillar of economic security, competitiveness and technological sovereignty. It also calls for a broader and more ambitious strategic framework to support the next phase of Europe’s semiconductor development.
The report is structured around three core objectives (stimulating demand, increasing resilience and improving framework conditions), supported by eleven action points aimed at consolidating Europe’s semiconductor ecosystem. These include measures to boost investment and innovation, reinforce the value chain and create more favourable regulatory and business conditions. Its insights will inform the European Commission’s preparation of the Chips Act revision, guiding the design of policies that enhance Europe’s semiconductor competitiveness and technological sovereignty within the broader Technological Sovereignty package.

The report was endorsed by a wide range of industry players, including major semiconductor companies and industry associations across the European ecosystem.
